add DEBUG_MATRIX_SCAN_RATE_ENABLE to common_features.mk (#10824)

Add a Make variable to easily enable DEBUG_MATRIX_SCAN_RATE on the command line.

eg.
```
make DEBUG_MATRIX_SCAN_RATE_ENABLE=yes  KEYBOARD:KEYMAP
```
